Pay a professional painter for main living areas. 

I'm not a fan of painting cabinets--unless you are a pro and a spray painter, they just don't come out well. 

Also, their quotes for painting is at least 50% more than a random quote to a painter that is fully licensed and insured.

I actually meant to paint it grey but by the time the painter called to tell me it looked more blue than grey he had already painted most of the house.  

If you can agree on the color and other factors, gather some price quotes from professional painters and can manage to shift the cost of painting more towards the tenant, you might end up saving some money in the long run + have a tenant that is happy and pays in time. 

I am in need of recommendations for reliable experienced painter for kitchen cabinets, doors, walls, ceiling and baseboards.  

Lessons learned - Rehab loans require a deal with one contractor and ours had prices 30% above what I could get on a flip paying cash directly to professional painters, electrician, etc.

For example our flip our painter wanted $1400 to spray the kitchen cabinets including paint.

And painters need water. 

That's $1K.Touch up paint in 4 rooms (average bedroom size) - Most painters don't want to do touch-up work as it never looks right and people complain.
