The agent is an additional gate keeper who’ll likely advise their seller not to contract with someone who can’t actually buy.

If there really arent any PM companies around, it may be a good opportunity for you to be the one to fill that need, especially if you can kickstart it with a 15+ property portfolio right out of the gate.

The entire property is fenced/gated (6' block wall and then a gate, and then another fenced area inside of that area separating the front house from the back houses).

Now if it’s in Nicoltown then I think you’re good but expecting 7-800 out of the gates is going to be tough imo.

Is there a gate with a lock or key code? 

I'm a couple of thousand miles away, but per Home Depot's Web site, at the South Philadelphia store (1651 S Columbus Blvd)...Veranda Linden 6 ft tall x 8 ft long fence panel, 16 @ $69.74 = $1,115.84Veranda Linden line post, 17 @ $31.57 = $536.69Total for those two: $1,652.53 before tax; probably about $1,800 after taxAdd in: bags of concrete to set the posts in, a gate if you need one, a manual post hole digger (or renting a power one)... maybe $2,100 in materials, +/-.Based on the bids you've been getting, that leaves around $2,400 to $3,400 for labor. 

Either you live in a very rich market or your house is Bill Gates sized.....

As-is can be nice because it scares away all the competition right out of the gate.
