I would put more credence in the first guy... ask him why he likes the house so much... could be ultra convenient to his work, or kids school, ex, etc.

So more than likely a Heloc is the better option for a short term need (6-12 months) whereas an equity loan is more than likely the better option for a long term need (buy/hold) unless you can pay off/down a Heloc ultra fast (ie in 2 years).
