If you are willing to consider markets like Wilson, Rocky Mount, Henderson, or Fayetteville you can find some extreme value add properties that when finished will net a higher return than Raleigh ... but that's the risk reward ratio coming into effect. 

This one has Central Air but also a window mounted AC unit as they spent most of their time in one room and just used that.

I am considering converting to gas or putting Ceiling Mounted Cassette. anyone have experience with either?

Sounds like a vibration in the wall from a pipe or something else not mounted properly.If you look at the drywall at the corner it is not very straight going up.
