@Bryan Hancock- DSTs are typically "pre-packaged" investments, meaning the asset is already owned and the DST sponsor then syndicates out the equity to 1031 investors.

@Bryan Thompson  master plans are at city or county planning offices and now a days with computers and data bases you can usually get them right on the computer if you know how to use it correctly.. ( which for me is always a challenge and I hire peoples to do that  LOL )

I used them for an inspection of a rental I purchased a year ago, and the guy who came out was thorough, patient with my questions, and then they were willing to work with me (appropriately) on wording the findings to meet lender requirements and get seller concessions (on a rusted-out open sewer pipe under the house!)

If its your burning desire to run and manage SFR's for a living then I think moving to Detroit and setting up shop is an excellent idea.. and I think you can do that in a number of rust belt cities.. and some cities in the deep south and basically achieve the same results..
