For conventional you traditionally should have 20% down plus reserves. 

The returns in real estate are not what they once were, but my conviction around the ability of RE to help protect wealth and my trust in RE above traditional financial markets remains unchanged.

@Jena Vail the ideal locations are usually the same places traditional homebuilders are looking. 

I would add though that you do not have to invest in a traditional vacation market to make money. 

On the other hand, real estate is traditionally seen as a hedge against inflation.

I strongly suspect your best move is to roll the TSP to a Traditional IRA and convert the IRA to a Roth, using non-retirement dollars to pay the income tax, even if you have to borrow the tax liability. 

Time shares traditionally are a poor investment.
