What I look for is whether there is separation between the walls and floor, cracking in the floor showing signs of movement underneath the basement slab, or shifting in the block walls showing that the foundation might be settling.

Also, if you are laying vinyl in a large area I would recommend using vinyl planks that have a "locking" edge or at-least an overlapping edge to help keep them from shifting or drifting.
