Work with people you know, family, friends, ask people if their IRAs and retirement accounts are earning less than 1%, and borrow the money, putting them as the 1st lienholder, in case something happens to you, and offer the lady a reduced rate for all cash NOW or in a month or two, and if the deal is good enough, see if you can get long term private money paying out at 8% a year in quarterly installments and see what the numbers shake out as, when you own this house.

You can also take that child to the PM's office if you find them wandering and call the police to pick them up, that is going to shake the situation up. you can also issue a lease violation and you likely will do that.
