Could the underground gas storage seep to the the multifamily?

Right now,  I still unsure, what's the average for electric, gas, taxes, insurance, etc., Thanks again.

I have a gas line for the dryer that seems reasonably accessible and is near where I would want this unit installed.  

I am looking to buy this house in Baltimore. single family It is currently rented for 1000 and Tenants paying gas and electric.

A] Does that include everything (gas, repairs, etc)?

If carbon monoxide detection is not provided, carbon monoxide detectors should be installed to eliminate a potential safety hazard in the event that the gas appliances malfunction and do not function properly.
