If the regulatory bodies were ever serious about cracking down on wholesaling they would accomplish more by cracking down on the gurus.

I would just say that due to the legal and regulatory structure of New York - which is very anti-landlord and makes foreclosure extremely difficult and costly - lenders are generally going to have to pass that risk/cost off to borrowers which can translate into higher rates, higher fees and/or less options.

Let them know that if they refuse, you will file complaints with the BBB and regulatory agencies (what state agency governs title companies in your state?). 

Its not legislative, its regulatory. 

But I am not familiar with the regulatory compliance, so may be worth it to get a service provider..
