I think you have about 90 days to move into the property for an owner-occupied loan but I am not sure if that differs between FHA vs. conventional - @Zack Karp or @Jose Valdovinos could confirm that...Either way, I'd follow the advice of others above...give the seller two or even three separate offers that work for you.

However, once I signed an agreement, they sent me an even longer punch list, approaching $2K for a while bunch of silly things, none of which would deter tenants (proven once I switched away from RL) and all of them carrying ridiculous surcharge prices way higher that one may see even in most expensive coastal markets like CA and NYC.

I would think a detection device would be easy to fool or disable, and difficult to prove in court.I would focus on inspections and look for the following evidence, then document with pictures, written warnings, demands of cleaning/repairs, and follow-up inspections.

@Sean Hoglund  Assuming the prior years tax value is lower than your purchase price as in your example, you want to file your ATI Exemption before Jan 31st following your closing date at your county's Assessors office.
