What are the common hurdles in this approach, appraisal without renter?

There are options now with no appraisal and it takes less than a week to close. 

The offer was accepted under the appraised value resulting in significant equity at closing.

So I call the bank (REO property) and they agreed to secure and give me access to finalize appraisal, but this was not a requirement for them on the conditions of the sale.

I am concerned on spending 25K plus on appraisals and inspections just to have someone blow this up at closing.Is there any document I can get signed that could prevent this from happening?

On the resale' an appraisal gives a value of 40-45k for an ADU, versus a duplex conversion you will get full value of each square foot.

I am asking because the below-grade basement is not counted toward living space in Kentucky, even if it is finished, and I was told that appraisers count only half of the basement space when valuing the property.

There is a very real chance that your rehabbed section 8 property will not appraise for enough to cash out refi all funds invested.

Origination fee, processing/UW fee, and maybe the appraisal are typical.
