I am having a hard time finding contractors (painters) with EPA Lead certification.

Paul they are called "certificates of occupancy", and it's all public data on the .gov page.

So as soon as I move out of my first duplex and into another, am I legally required to register for a landlord license (and all other necessary certificates)?

@Rohan Deshpande here in California retail buyers will want a certification by a Septic company that both tanks are ok (preferably recently pumped) and a leach field test.Local Septic companies may have records on pumping dates, service done, vault head and clean out locations."

I understand there are licensing/certification minimums that need to be met before presenting an appraisal, but not sure if an unofficial appraisal is an option, that's why I ask.Any appraisers open to this?  

Sometimes you need a Certificate of Occupancy to use the home as a rental unit, along with periodic inspections to maintain the C of O, other places you may not.
