I understand that HUD sells "as is" and will not make any repairs uncovered during the inspection.  

I found it challenging to uncover any cash flowing property in the greater Tacoma area (outside of multi-family).

A good builder can help you here.This is a very abbreviated list, but if you hit the above hard it should start uncovering the nuances required to do a full build project.Get a good local mentor and work with an experienced builder on your first few.

"Inexpensive" hurricane protection for windows and doors for my personal home (a 3/1 frame construction home, built in 1941 and 2 blocks from the water) came in at just over $2,300 to cover 13 windows and doors (leaving one uncovered just in case we stay during a storm - we need some way to get out of the house).

Did it uncover the lien?

If books validate what the listing is saying for cap and income (maybe does 10% of the time) then you are good on price (for now).Next is the inspection and what that uncovers you will ask for repairs or a price reduction.
