My recommendation is to use your network and find reputable contractors.

Will they hire a $100 an hour plumber or a $20 an hour handyman for something simple? 

The Code lady wants the work done by a licensed plumber.

I'm going to network as much as I can in Cheyenne, find as many reputable handy man/plumbers etc and manage when I move to my next location.

But that makes the sizes of them difficult to make homes, so you remove walls, which makes the engineers cringe......You've probably heard all this before from more reputable and authoritative sources than myself, so I won't be long-winded, and I definitely won't be a naysayer.
