I've also had students that would leave for Christmas holiday and forget to fill the tank, resulting in expensive freezing damage. 

I would get a nest or smart thermostat you can control remotely so people don't leave it off and freeze the pipes or on blast and run up your bill

In areas with a split system heat pump, setting it on a lower setting will help keep the crawlspace warm preventing pipes on crawlspace from freezing.

Make sure the house is winterized first before the pipes freeze and crack.

Tenants are keeping the units warm, letting things drip and sometimes still things are freezing.
