So I found an architect from a similar project development that I want to undertake (10x 1BR townhome units).  

However, I had to google what tilt-up construction is, so I'd be learning a lot with an undertaking of that size to say the least. 

I recommend talking with an insurance broker/risk manager that currently doesn't insure you to tell you the amount of risk you undertake with a pool.

I can't speak as to why noone else has purchased it yet, except nobody might be desiring to undertake the project; ha.
