Best places to look for a HELOC are often the small community banks and credit unions close to the property.  

I say "may" because while I have read about this in several places, I have not personally verified this to be true.I usually pay contractors by check the minute the work is finished and approved.  

You do that, it's going to be best place to start because I am betting from there you will seek how to simplify things. 

This will likely change through your real estate journey, but I always recommend starting with something in mind.
