The interior doesn't look like it has major damages as in the walls are intact, a bit dirty, so needs some repainting.

That allows for cleaning, minor repairs, repainting, etc.

I bought my first rental, the loan wouldn’t close unless the entire exterior of the home was scraped of loose paint and repainted.

They repainted my entire house!!  

Repaint or Replace Kitchen Cabinets?

This one is badly in need of a strip & re-paint. 

I had the kitchen rebuilt, entire house cleaned and repainted within one weeks time.

We expected some carpet damage and that a repaint would be needed but in reality the wood floors are destroyed, windows need replacing, all carpets need to be replaced, cabinets require replacing or refinishing, and the grounds need landscaping.Originally our plan was to fix this home and sell it.

What examples there are primarily were just repainted, maybe new gutters, and that's about it.

Being a tenant for 3.5 years the unit was accepted with the original paint I never re-painted nor did I ever use pictures, curtains or any wall fixtures given the apt was very nice and I didn't want to have issues when I left.
