Many inexperienced investors pass on the deal you listed for the reasons you listed. 

I paid tax on it and mowed it about every 5 years so maybe put 10k into over the years.. deductive reasoning suggested city does not build and full blown interchange to go to nowhere. 

We built the system the way we did for very specific reasons.

I suspect part of the reason might be because I have a no-alcohol policy for my property, which I understand might draw a lot of people away to some extent.

I would ask the insurance company for more documentation on the reasoning. 

They will know market data and trends better, have reliable comps to base their recommendations on, and could even be a great deal flow with current portfolio properties selling.The completely remote, centralized PM function is one of the reasons why you see the homes owned by PE firms sit on the market so long.

Were you in school or training, or out for medical reasons.

The only reason why I would do that is so I can 1031 and minimize my tax liability.

I find this to be a leading reason why better situated real estate is often overlooked by investors who are chasing cash flow.
