I've read the requirements from the LA County regional planning dept (below) but can't seem to decipher the width requirements.

The hard part of low income investing is deciphering what really should be done and what will be immediately trashed anyway.  

I certainly wouldn't want to waste my energy deciphering through badges and what it all means. 

I read that there may be quite a bit of corruption going on there and I am trying to decipher what proper steps to take, in order to help her avoid trouble and get the most accurate information, promptly and securely. 

Either find the deals yourself, or connect with someone who has a consistent stream of deals and focus your energy deciphering which one you should jump on.If you are finding your own deals, drive around and find the best sub markets that have numerous BRRRR potential properties.

This will help you quickly decipher an opportunity or something you should walk away from.

When trying to make sense of something as complicated as construction accounting and QB, having to decipher cryptic support responses is just a bridge too far (for me, anyway).

The ability to decipher, assign priority and categorization of emails is critical and very difficult.
