Initially wanted to hold forever but with insurance costs rising/property taxes going up/threats of Hurricanes destroying home, considering cashing out.  

If they have documented harassment or threats of violence, then you should instruct them to report it to the police and consider removing the offender. 

But hey, so sorry that if anyone is anything of any stature it's a threat to ya and we all need to just be quiet little sheeple to not hurt your feelings, got-it. 

While there has been no actual criminal actions other than threats, the cops won’t arrest him even though they have been called many times for his disruptive behavior.

I know insurance in the foothills with timber etc and threat of wildfire has gone up all through the west.. but we are in Lake Oswego which is an urban environment.. when I got a renewal.. my insurance went from under 2k a year to over 6k a year..

@Brooke Williamson have your PMC start eviction process on tenant to motivate them to put pressure on their caseworker.Caseworkers typically will respond to tenants before PMCs/owners.Without the threat of eviction though, the tenant may not try very hard to contact their caseworker.

One thing that wasn't mentioned is that the road leading to many of the homes often floods making a good portion of the rental homes inaccessible during storms & also resulting in early evacuation due to storm threats. 

The biggest threat to her not getting her money is you structuring a bad deal and then having to default on the loan!
