While clear communication is important, I wouldn't summarily discount contractors whose first language isn't English. 

We have mostly Hispanics that do not speak great English, meaning they came over here in recent years.

I've used a VA in the Philippines through Upwork.Pros of Philippine VA+English is usually great+Super friendly personalities+hard working and dedicatedI would be cautious about upwork.

So I’m buying, adding capital improvements that are specific to aviation operations, then selling the hangars to the avionics company.  

Reasons being: they have Native English since most grew up in the US, they have a better sales/hustle culture, there is a huge call center industry there you can recruit from.
