Electric Meters: I doubt the even if the ADU is a separate structure they have a separate electric meter as they were mainly used for guests.

We are not going to meter the basement separately and it is acceptable by zoning laws.

In short, not really.I set up a system with direct to tenant meter billing to avoid the overhead of a relationship with an EV service provider. 

If they decide to leave, you are not going to collect the last months, and I don't want you chasing them for payment.You should have a third meter for the owner, and the dryer can be wired to that meter.

Z Wave has a distance limit of about 50 meters give or take but each device acts as a repeater.We use the Schlage Encode connected to a Samsung Smart Things hub via Z Wave.
