If I buy a condo through a tax deed sale that has a HOA balance and a balance with a monthly recreational lease are they wiped out or will is still owe after I buy property through tax deed sale?

Virtually nothing goes to tax sale in the Willamette valley you need to go to rural areas . and areas were you had large recreational developments that were put in during the post war land boom era.you will find those in Christmas Valley OR  and Klickitat county WA. 

@Jd Martin,Working on your truck might well be considered recreation, even a hobby, as might pulling weeds...... as long you understand that you are ELECTING to do so rather than going out and finding the next profitable deal(s).Until you've achieved your own chosen level of success, procrastinating the electives might be considered asserting a work ethic.

Given the area, a recreational use of it could likely make it profitable.Ideally, I can buy it off the investor for a the price they are asking, giving them a profit and me control of the land's future, without the price going through the roof.

You can pay a few hundred $ a month (or less) and request exactly what you want, such as: 5-10 acres, in X county, zoned as residential or recreational, etc.
