If they still invest out of state and give good advice about how to do it, I would offer to buy a cup of coffee or a beer and pick their brain.Essentially, the road to hitting your expectations has already been paved and traveled for years by many investors.  

Well put Travis... but let me expand just a touch: The streets of Detroit are paved with the crushed bones of OOS investors trying to make it here - you won't be any different.

There is TONS of road construction underway so if you are looking at properties near a highway check with city planning to make sure they won’t be planning on paving through your front yard.

The sewer bills vary by location and they even factor in the "ERU" which measures the roof and paved space on the property which creates water run off into the sewer system vs space where storm water would be absorbed into the soil.
