I'd stay quiet, she's actually doing you a service, now instead of recruiting those friends of hers joining in with their like mob - mentality to your properties, she's actually deterring them, resulting in a free layer of tenant screening. but do continue to monitor/document if you are so inclined in case this escalates.

Since you plan to use it as a rental, however, I’d be more inclined to leave the footprint as is (I know you said to leave costs out of it, but I can’t help but think that the cost might be worth it for a flip where you’d easily recoup it and less so for a rental, which will likely rent well without it, sorry!).

I'm inclined to keep such tenants happy if possible.

you are truly deluded if you think more than a small handful of people are inclined or even capable of appreciating or reciprocating your gestures!

This would be a great project for someone looking to rehab a property, but I don't have that kind of time or even inclination anymore.

And if you're inclined, there are noise dampening mitigation measures you can employ.
