I am shooting for a fourplex or possibly something with an accessory structure.

Many area allow accessory apartments which basically sounds like what your trying to do.  

Have you ever looked into adding a garage apt / accessory dwelling unit where a historic garage once stood?  

The city of Grand Junction and our county have generous rules regarding "ADUs" (accessory dwelling unit).
