another idea is how long has it been since you painted; if its within 6 or so hours (depending on temps and sheen) it could be that the dry areas look different than the not yet dry

You can try explaining to your tenant that setting the thermostat down to 50 degrees when it's 99 degrees outside is not EVER going to get the inside down to a meat locker temp of 50 degrees.
