A lot of banks will do rate matching if you get a better rate in writing.

I'd also talk to your uncle to see if he paid for any of the digging of the well or had anything in writing. 

The original lease from the owner who owned it at the time it was installed had hand writing on it for payments that increased per 5 year term is what it looked like if I recall correctly.

Am I still able to write an offer the buyer would be interested in?

I gave him until the end of the week (as per this writing: Tomorrow) to give me an update.  

Given the 48 hours to decide and get it in writing.
