I will definitely reach out to you in next few weeks as, in a perfect world, it would be nice to have the investment properties within an hour or two drive (Sacramento is one option I want to look into and will also consider some of the other cities you mentioned) of the South Bay Area where I live.

To give them credit, there are so many rules and regs for any county, it's impossible for the one person you happen to get on the phone to know everything.So just to be on the safe side, you probably should give them a call again to get some clarity on ALL of the requirements for renting out a basement apartment.
