I don't have funds for the roof, or to replace the outside supporting wall frame and stucco.However the bank has changed the locks on me multiple times to "protect their asset", which got me wondering, would they also put a new roof on it and repair the rot to protect their asset?

The lease has to be supported by rent schedule on appraisal, and not a lot of million dollar properties are going to pencil out even with the larger down payment requirements, but it could.

You need a minimum amount of rent to support a rental (realistically $1,500/month or more, this is what you need coming in to have the minimum amount of $300-500 going towards maintenance/repairs/capex/issues that come up), so your best buyer is probably an owner occupant.
