The flaw I see in your logic is this...who's going to want to rent out an apartment that has holes in the roof, water leaks, questionable HVAC, faucets don't work/toilets backed up (God forbid overflowing onto the renter below them), electrical is a hit or miss...thought I was charging my phone but hello this outlet doesn't work.

If you are not prepared to bring the unit up to a quality standard now, assume the tub surround issue is a likely indicator of leakage issues and possibly wood destroying insects as well, so start saving now for a big expense, and evaluate the overall plumbing and electrical systems (including replacing old outlets, switches, fixtures, and correcting any improper "handyman" work performed over the last 20 years by the prior cheapskate landlord) to plan for costly updates there.

If you close it in they will make you add electrical outlets per code and require hvac as well.

In my opinion its more street-by-street, little pockets here and there.As far as neighborhoods within that range, I would say taking a look at the Little Flower neighborhood for solid coc and even more long-term would be 16 Tech area that is under development.Best of luck to you!
