I do think that an office is better than a restaurant or the like, unless it could be a separate room, to limit distractions.

Only you can decide what the value of the distraction is to your peace of mind.

If you do it with the tenant present, they will distract you from things, argue with whatever you find, and dramatically increase the amount of time required.If your state does require you to conduct one with the tenant, design a process that prevents them from distracting you.
