Is that a hard and fast rule, or do some PMC's take care of that for the owner, billing the owner on top of their 4-6%?

Also, you'll want to make sure that the meters are separated, so you don't get 1 big bill. 

If the IRA fails to pay property taxes or insurance bills - you are then personally responsible, which would be a violation of the IRS rules. 

Just be aware you could have a tax bill and to plan accordingly.
