After the second coat of paint the old paint still bleeds through in small dots all over the room which is evidence that someone was smoking in the room.I sent her the photos  of the dots and a video of a professional painter looking at the room confirming that there was evidence of smoking in the room.

They are charged more rent because the landlord is paying more for painters, plumbers, landscapers and handyman because they are being paid more. #5 regulation causes people to get out of the landlord business or never enter it.

I was curious to know if anyone had any great experiences / recommendations for framers, masons, drywall, painter etc in the area?

You'll either have to hire a General Contractor (read: add 20% to the budget), or self-manage, which means finding, negotiating with, and coordinating the plumbers, electricians, drywall guys, painters, etc.

I need a realtor with knowledge of the towns and cities in MA that can point me to potential deals and then has a good team of inspectors, carpenters, painters, Reno folks, etc. who can help me bring the house up to market so I can make a profit.

In fact, I went to Idaho to paint my own homes because painters want $5500 to $6500 just to paint inside a 3-bedroom home.

The oak trim can be grainy sometimes when it gets painted, so I'd check with a reputable painter that knows painting oak, and maybe a grain fill on areas where it will be noticed like a stair handrail for example.
