If you choose to accept a Section 8 tenant you then need to fill out the prospective tenants moving papers and follow the proper CHA procedures.

That doesn't sound promising....Unfortunately for them the IRS has clear procedures on how to file a 1099 for a contractor who doesn't want to provide their W9, so they are really just shooting themselves in the foot.
