Depending on what the layout of the building is, there is a good chance that smoke and water could have damaged much more than what is visible and sitting empty for that long can be difficult to for mold and pest reasons.If the damage only affected one or two units it may be easier to put at least a few of the lesser damaged ones into service quickly.

I collect apps and fees, then grade them based on a number of factors- rental history, income, credit score, reason for leaving their last place, reason they want this apartment/area (close to school, work etc), whether or not they smoke, if they have a helicopter parent (I rent to a lot of students), how long them plan to stay in the area/apartment, when they need to move in.

HOA have toabide the law and rules as well as homeowners, landlords and tenants.HOA have to address complaints made by other homeowners who aresuffering from your tenants repeated loud noise and repeated badbehavior of (odor – I assume is smoking cigarette and marijuana)that harm other residents.
