I personally do not like the idea of owner paying utility as I heard that there is always abuse of the utitlity service as the renters are not liable for overuse.

And those that do will almost without a doubt be flagged by somebody and challenged to provide substance, or reported for abuse and then moderators intervene to clean up the post.
