The negative outcome would be temporary.

The tenant needs to demonstrate to you that the bad credit is a temporary situation and not a way of life. 

If this is the case, my strategy might not fit your needs.I might also consider asking the current tenant to temporary move into the existing owner tenant, thus giving you time to renovate their current unit.
