I had neglected to enforce this once and came back at the  housing authority with the lease, telling them it states clearly that the tenant is responsible for resolving the mouse and roach infestation they had caused by not keeping the house tidy.

Small loosening of restrictions has allowed us to get back on the mats to some degree.
