I do encourage you all out there to get on the phone with him once and understand that he is simply trying to share experiences to empower you to do the same.

In other words, it acts as a leverage tool that actually empowers them because it gives them time to look for solutions whether it be applying for relief, seeking unemployment benefits, inviting a family member to move in with them, etc.

You are not empowered with such decision making. 

And empower the manager to reset the landlord tenant relationship to the extent possible and establish reasonable parameters (granted, they may already be in your lease but can still use assertive management).Best of luck

I don't worry so much about what my tenants might feel about the value of the gift, or that they'd rather have cheaper rent - what would concern me more is their impression that we have now somehow become "friends", and that they thus are now empowered with all the rights and privileges thereof.

We just need to share the resources and tools necessary to empower our local change makers. 

You should weight the combo (empower - knowledge) VS (fear - ignorance).

By doing so, you empower yourself to control the situation rather than letting the tenants continue to be late.
