Or it could be the developer wouldn't be able to build more units until they close on the ones currently under construction.With smaller developments, it isn't unusual for a developer(or two) to go bankrupt during the development process, so that situation would greatly slow things down.

To me, it's more about not taking such high risks and it's more about being able to withstand any horrible disaster that took place in 2008 and 2009, that bankrupted so many people.
