All of the meters are gone due to the fire so, yes, permits are a must.There is smoke damage and blackening in the attic and the only way to get rid of it is silver paint or kilz so it would be very obvious when someone would look in the attic.There is no way to hide it, which I'm not trying to do, I'm just concerned about buyers reactions.I've been told that most people don't have a problem with it as long as it's fixed properly and you can't smell it.

Pawtucket is interesting as well but it seems to be more hit and miss than Providence but that's just what I know of the area, which is little.Lastly, one of the things I've seen about Westerly is they get only about 10% more snow than we do here in Silver Spring, so I guess that's encouraging!

However, you SHOULD be able to write off the legal fees it cost to get the tenant out, hence the silver lining.Landlords who seek to avoid the cost of paying for an eviction end up paying more for their inaction.

Also, another option is my wife and I are becoming empty-nesters this summer, and we could possibly rent out our 2195 sq ft current house in Eagle, move into this one enabling me to do a VA cash out refinance for the $85k (VA cash out refinance does 100% loan to value and no down or PMI), in which case it would only need to appraise at $85k.

The silver lining was after the rehab and some rent comparisons, I was able to get a new tenant within about 6 week's time at a significantly higher rent and now I'm cash flowing about 5x as much as before.
