What I am seeing is a lot more rehabs that are just carpet and paint and flippers leaving in old windows, heating systems which are on their last life.

Some landlords tried including electric, gas, cable, internet with the rent to the students... students loved it, landlords got clobbered, because students were now leaving all the lights on, their windows open in the winter with the heat on, etc and the electric/gas bills skyrocketed which now the landlord was paying.

It has been accomplished in Europe, but materials (Passivhaus certified windows, ERVs, etc.) and expertise (and experienced workforce) are more readily available in Europe.While we have Canadian window manufactures who produce products meeting Passivhaus standards, volumes are low (only a handful of Passivhaus builds occur in Canada each year) and, correspondingly, prices are high.

If anything we can call this practice : )Property is a side by side all brick duplex, newer windows and roof. 2bed1bath 800 sq ft separate basements and all utilities are in the tenant's name.
