I have been scouring the boards trying to learn as much as possible, when it comes to being a Landlord.  

Saved the 3% commission for myself and had access to the MLS to research and scour properties to my heart's content and eventually got my RE Broker's license. 

@Michelle Backer in my opinion not many places retain value nor appreciate like NYC, you just have to be savvy, patient and scour for the right deal.Good luck!

I’d like to find a market with enough inventory and a quality property management company so I can buy in one place (At least 6-10 units) and not have to scour the county to invest this chunk of money.

Ok, back to scouring the MLS and scouting locations.

Your best bet is a local realtor on the island and scouring classificadosonline.Condado, Ocean Park, Isla Verde, and Old San Juan would likely be your best bets for vacation rentals.

I scoured the internet for information relating to section 8, inspections, and the laws relating to that.I ended up spending many hours learning about section 8 laws and the business around section 8.

That's why they have a constant need to hire new agents to scour each area for new investors.
