Shawn, I agree with Nathan that while you might not get your money back from installing the mini splits, it can definitely help you sell the property faster.

The upside is faster capital growth. 

Also, even an old beat up floor looks decent and bedrooms usually have a lot of furniture so you can only see a small part of the floor anyways and tenants may even put down a throw rug.

Just had an investor send me one in East Dallas/Garland/Mesquite area that was super beat up and went for $15,000 over asking. 

And yes, many times, doing a cashout refi, even if rates are higher, will accelerate your scaling faster.

VA property standards will apply here, and commercial real estate tends to be more beat up than residential in general, and on top of that high vacancy real estate is also almost always beat up real estate that has been poorly managed and maintained for several years.

But w/ SEO it's a bit different... because w/ PPC or direct mail you can get a result faster... w/ SEO it may take 6-12 months to get consistent leads from SEO... but once you get the high ranking you'll have leads coming in really consistently at an extremely low cost per lead and cost per deal.
