Even if it is not zoned for multi-family, some cities allow granny flats/guest houses/accessory dwellings in a single family zone.  

Got somewhat familiar with AB68, AB881, SB13 (law regarding Accessory Dwelling Units) c.

We are considering pulling equity (HELOC) and adding an accessory dwelling unit in the back yard.

(The law, which went into effect Jan. 1, allows STRs only in your primary residence, but a carriage house is considered an accessory unit to your primary and is allowed.)

Are there any draftsmen in SoCal who offer services that prepares plans (blue print and PRICING MATERIALS down the the last nail) for a space of about 30' x 18'?

To my knowledge in Seattle, mother-in-laws are considered accessory dwelling units (ADU) in Seattle whether they are attached or detatched (DADU).
