As a former CA resident myself, I can speak to some of this.When you look at CA, there are multiple areas/cultures you can look at (Northern, Southern, Central Valley, etc.)...it's almost like states within a state.It's no secret that CA is expense to live just about anywhere.

I believe it has been heavily stigmatized by pop culture and major events that happened 20 to 30 years ago.

Wherever you want to invest regarding Student Housing, find out the culture of the University/Student Housing.

Sask has an anti-change culture. 

But it’s even more outdated today, because now the Valley has its own suburbs, and has become an integral part of Los Angeles in terms of culture and demographics, and who lives there and what goes on there.
