Hello, I am looking for a recommendation for a property manager (preferably an individual) who can manage multiple properties in the Cleveland, OH area. 

So, you are warning the community about one set of individuals who have a disagreement with another individual.What is your REI background? 

If you can get both then wonderful, but generally most investors pick one or the other as it suits their individual goals.  

Are you substantially better off if you proceed?

I found the county criteria which reads as:"Property must be minimum of 1 acre, meet the underlying zone district, have adequate parking, meet the requirements set for by the Wildfire Hazard Overlay District, have valid water and sanitation, have legal access, use the primary dwelling unit, be free of violations, and have no substantial detriment to the intent of the Zoning Resolution."

(there are some exceptions, but expectations don't make you money) So that leaves "individual landlords" who self-manage. 

They claim that they are able to speak to ~200-~240 individual home owners per day (out of 2000 numbers dialed).

I'm seeking advice on the best way to implement this fairly and effectively.Here are a few options I've considered:Submetering: Installing individual water meters for each unit could be a solution, allowing each tenant to be billed based on their usage.
